The Oregon Transportation Commission voted unanimously Thursday to approve a second phase of construction to improve interstate safety and mobility as part of the I-5 Rose Quarter Improvement Project. ODOT will leverage $167 million in secured project funding for work that would begin in 2027.

As the project advances design and construction with this funding, commissioners directed ODOT to work collaboratively with local and regional partners to analyze the proposed construction scope and develop a feasible plan that includes both I-5 upgrades and local street and infrastructure improvements while upholding the state’s contracting timelines and commitments to support a reconnected, safe, and inclusive Albina district.

During the meeting, Commissioners considered public testimony from multiple perspectives. During the vote, they emphasized the importance of engaging a broad coalition of supporters that includes community, freight, local, regional and state governments when finalizing project plans. They also directed ODOT to return to the commission in early 2026 with a progress report on the results of the engagement.

ODOT is currently under construction on Phase 1A of the project which, when complete by early 2027, will result in:

Repaved and stronger road deck near the Oregon Convention Center.
Added seismic resiliency to I-5 bridge structures.
More merging distance onto I-5 southbound between the I-5 onramp near Moda Center to I-84 eastbound and Morrison Bridge/OMSI exit, improving safety and reducing congestion for travelers.
New electronic safety signage for I-5 near the I-84 ramps.
Improved stormwater treatment.

This first phase of construction is occurring near the Greeley Avenue exit and I-405 ramps in north Portland and on an elevated structure of I-5 near the Oregon Convention Center and I-84 ramps.

The funding for both Phase 1A and Phase 1B of the I-5 Rose Quarter Improvement Project cannot legally be used by ODOT for maintenance or agency operations. It is dedicated by state and federal law to infrastructure projects and portions of the funding are dedicated to this project specifically. ODOT is not using any funds from the recently passed transportation package to construct the I-5 Rose Quarter Improvement Project. The agency and the Oregon Legislature have dedicated those funds to highway maintenance, agency operations, transit operations, and city and county transportation agencies.
